The EBMUD guy got there after about a half hour. He spent a while looking at his book of maps to all the pipes and valves, and then got really pissed off! Quote: "Those guys buried every one of our gates." It seems that when CalTrans re-paved San Pablo a few weeks ago, they covered all the shut-off valves.
